What are the parking restrictions on City streets? 
Parking is prohibited year-round on streets from 2 a.m. to 5 a.m.
How does snowplowing affect parking on City streets? 
After a snowfall of 2.5 inches or more, parking is prohibited until the street has been plowed curb-to-curb. Violators may be tagged and towed. In addition, Plymouth has a year-round ordinance that prohibits parking from 2 a.m. to 5 a.m.
How do I report a street maintenance problem? 
Maintenance problems on City streets are reported to the Public Works Maintenance Division at 763-509-5950. Problems on county roads should be reported to the Hennepin County Department of Public Works, and problems on state and federal roads are reported to the Minnesota Department of Transportation.
How do I report a traffic signal problem? 
Traffic signal problems should be reported to the Public Works Maintenance Division at 763-509-5950. They will determine whether the state, county or City is responsible for the signal. They will notify the appropriate agency so that the problem may be corrected. On weekends and after business hours, please report malfunctioning signals to Public Safety Dispatch at 763-525-6210.
How do I report a street light that is out? 
Street lights are the responsibility of the electric company. Report malfunctioning streetlights by contacting the Engineering Division at 763-509-5500. After hours, leave a message at the City Message Center at 763-509-5094. Be sure to give an exact location of the light. The City will refer the call to the appropriate utility company.  
How do I find out about new road construction in my neighborhood? 
The City annually reviews, updates, and adopts a five year Capital Improvement Program (CIP). This planning document helps keep citizens informed of needed and scheduled projects. Typically, only those projects within the first one or two years will be constructed within that time frame. Some projects are undertaken in response to a specific development proposal that the City had not anticipated.

What is the City's street reconstruction program? 
The City has a street reconstruction program which protects and preserves the investments taxpayers have made in the street system. When first constructed, streets have an estimated life of twenty years. Minnesota's extreme weather conditions greatly affect the street system and cause deterioration. The City annually surveys 1/4 of City streets to determine those where reconstructing the street will protect and extend the investment. Based on the annual survey, the City develops a five year program.

After a street is identified as needing reconstruction and is scheduled for the next year, the City holds public information meetings and public hearings with the affected property owners. The City's overall policy is that reconstructing the street benefits the adjacent property. Therefore, property owners are assessed an average of 40% of the reconstruction cost. The remaining 60% is paid from general tax revenue. If the street does not have concrete curb and gutter and a storm sewer system, these are added when the street is reconstructed. Property owners are assessed 100% of the cost of these additional improvements.

How do I get a stop sign installed on my street? 
Stop signs are installed at intersections where traffic on one street should have priority over traffic on another. On streets with very low traffic volumes, stop signs are not normally installed because the Minnesota right-of-way rule (yield to the vehicle on the right) generally works well. If you have a question on whether or not your street needs a stop sign, call the Engineering Division at 763-509-5500.
