The City of Plymouth bills residential utility customers every other month, and commercial accounts monthly. Residents have the option of signing up for an automatic pay plan. To encourage conservation, residential water rates are volume-based. Water is billed in three volume-based tiers. Effective January 1, 2010, the tiers are $1.22 per 1,000 gallons for the first 12,500 gallons; $1.53 per 1,000 gallons for 12,501 - 35,000 gallons; and, $2.63 per 1,000 gallons for all usage over 35,000 gallons in a two month period. There is also a base charge of $3.37 per month. Commercial water rates are $1.45 per 1,000 gallons plus a base rate of $3.37 per month per account.
